Pro Patria Partners is a Service-Disabled Veteran-Owned Small Business founded by Lucas Kinkade, former Senior Acquisition Project Manager at GSA AAS Defense (FEDSIM) and Technical Evaluation Board lead.
Lucas spent 18 years in federal service, more than a decade of it in acquisition at GSA Assisted Acquisition Services, where he built acquisition strategies, developed requirements, wrote solicitations, and led the Technical Evaluation Boards that scored the proposals. He founded Pro Patria Partners to bring that evaluator's view to the contractors competing for the same work. Connect on LinkedIn.
Eighteen years in federal acquisition
At GSA AAS, Lucas led some of the Government's most complex and highest-value acquisitions, including more than $12 billion in awards through the FEDSIM Service Delivery Model for customers such as the Combatant Commands, the Intelligence Community, the Defense Health Agency, and U.S. Special Operations Command. He received multiple awards for innovation and was sought out for his ability to understand a customer's requirement and shape the acquisition strategy and solicitation around it.
His work spanned acquisition strategy, requirements development, stakeholder alignment, risk management, and technical evaluation, in programs covering IT modernization, AI/ML implementation, C5ISR, and cybersecurity.

What a Technical Evaluation Board lead brings to your proposal
During his time at AAS Defense, Lucas led more than 15 Technical Evaluation Boards and directed multi-agency procurements across the defense, intelligence, and civilian sectors. That is the work behind every Pro Patria Partners engagement: he has written the evaluation factors offerors are scored against, documented the strengths and weaknesses that decide an award, and carried the result to the contracting officer.
Three things are obvious from the Government side of the table and hard to see from the contractor's side:
- A strength exists only if the board can point to it in the proposal, state the outcome, and tie it to the mission. Everything else is description.
- Orals are evaluated, not performed. The board scores the slides it was given and the Key Personnel who speak to them, against the clock.
- Compliance is a gate, not a factor. A proposal that misses an instruction is not scored down. It is set aside.
Pro Patria Partners runs capture reviews, mock evaluation boards, and orals preparation on exactly those terms. See Services and How to Win a FEDSIM Task Order.
Army service and the name
Lucas is a veteran of the Global War on Terror. He served with the 4th Battalion, 31st Infantry Regiment, 10th Mountain Division, in Operations Enduring Freedom and Iraqi Freedom. That service is where his focus on national security began, and it is why the firm's work stays pointed at the warfighter the contract is meant to support.
Pro Patria, "for country," is the motto of the 31st Infantry Regiment. Pro Patria Partners is a Service-Disabled Veteran-Owned Small Business (SDVOSB) based in Mount Pleasant, South Carolina, working with contractors nationwide.
